Go to control panel > Network & Sharing Center > Change Adapter Setting (Check Your Connection), In My Case I am using my wifi and my Wifi Adapter Name is "Wi-Fi" (Your's Might Be Different)
Now Open Notepad and Paste These Commands

netsh interface set interface name="Wi-Fi" admin=disabled
timeout /t 2
netsh interface set interface name="Wi-Fi" admin=enabled
timeout /t 2
exit
And Save It as .bat file format.
Now Open Express VPN and connect it, If it shows an error that user limit exceed then click on back and Run the .bat file (That You Have Created Recently) as administrator and connect your Express VPN instantly. If your adapter name is different or ethernet then You Need to Replace Wi-Fi with Your Adapter Name.
Now Your Express VPN will be active without showing User Limit Exceed Error.
